Professor David Bayley
David Bayley is a distinguished Professor in the School of Criminal
Justice, State University of New York at Albany and is an acknowledged
specialist in international criminal justice, with particular interest
in policing. He has carried out extensive research programmes in
India, Japan, Australia, Canada, Britain, Singapore and the United
States. His work has focused on strategies of policing, police reform,
accountability and the tactics of patrol officers in discretionary
law-enforcement situations.
An internationally recognised expert in police accountability and
human rights, David recently served as a consultant to the US government
and the United Nations on police reform in Bosnia.
A key member of the Oversight Commissioner's evaluation team, David
will have prime responsibility for human rights and accountability.
His experience in working with police forces worldwide will provide
valuable insight in looking at cooperation with other police services.
